WhatsApp Business API pricing in Saudi Arabia, per message in SAR

Meta charges for WhatsApp API messages one message at a time, and the rate depends on the message type and the customer’s country. This guide collects the Saudi Arabia rates from Meta’s official rate card, effective 1 October 2026, in USD with a SAR conversion, explains which messages are free, and walks through examples so you can estimate your bill before it arrives.

In short

On Meta’s official rate card effective 1 October 2026, a marketing message to a Saudi number costs USD 0.0576 (about SAR 0.216), and utility, authentication and service messages cost USD 0.0107 (about SAR 0.040) each. The first 1,000 service messages a month are free per business number, and messages customers send you are never charged. You pay these fees to your provider; Gental adds no markup.

How Meta charges for WhatsApp API messages

Since 1 July 2025 Meta has charged per message instead of per conversation. Every message your business delivers to a customer carries exactly one charge, set by its category. Meta charges only for delivered messages, not for messages sent, so a message that never arrives costs nothing. Messages customers send to you are always free, however many there are.

The rate depends on two things: the message category and the market, which is the country calling code of the customer’s number. If your customer’s number starts with +966, Saudi rates apply, even if your company is registered elsewhere. Message a customer with a UAE or Egyptian number and that market’s rate applies instead. That matters if you serve customers across the Gulf, or residents who keep a number from home.

Most businesses do not deal with Meta directly. They go through a Business Solution Provider (BSP) such as Twilio, Interakt or 360dialog, which carries the messages and bills you Meta’s fees. Some providers add their own per-message fee or a monthly subscription on top, and that is not part of Meta’s rate card, so ask your provider. If you do not have an official number yet, start with the WhatsApp API in Saudi Arabia guide.

The four WhatsApp API message categories (and Meta’s fifth)

Each message from your business has exactly one category, and the category sets the price. The first three are templates, which you can send at any time. The fourth is a normal reply, which you can only send while the customer has an open conversation with you.

  • Marketing

Templates for offers, discounts, abandoned-cart reminders and anything meant to sell. This is the most expensive category, and Meta can recategorise a template as marketing if its content is promotional, whatever you called it.

  • Utility

Templates tied to something the customer did: an order confirmation, a shipping update, an appointment reminder, an invoice. Since 1 October 2026 Meta charges for these again even when they are sent inside the customer service window.

  • Authentication

One-time passcode (OTP) templates for sign-in or confirming an action. In Saudi Arabia they cost the same as utility, with a higher international rate in specific cases explained below.

  • Service

Any normal reply (text, image, file, audio) sent inside the 24-hour window after the customer writes to you. Meta states that these replies can come from people or from a third-party AI solution, and replies from a Gental agent fall here.

WhatsApp API rates in Saudi Arabia (October 2026)

These are Meta’s list rates for messages delivered to Saudi numbers, from the rate card on Meta’s official pricing page, effective 1 October 2026 and checked in October 2026. The SAR column is our conversion at the peg of SAR 3.75 to the dollar, not a Meta figure:

CategoryWhat it coversUSD per message (Meta)SAR (converted at 3.75)
MarketingOffers, campaigns, cart reminders0.05760.2160
UtilityOrder confirmations, shipping, appointments, invoices0.01070.0401

ServiceYour replies inside the 24-hour window (first 1,000 a month free per number)0.01070.0401

Meta also publishes a SAR rate card for messaging accounts billed in SAR: marketing 0.2159, utility, authentication and service 0.0401, authentication-international 0.224. The difference from the conversion column is rounding. Rates are before volume discounts, provider fees and taxes.

When WhatsApp API messages are free

Messages customers send you are never charged. Beyond that, Meta does not charge for your messages in two cases only.

First, the first 1,000 service messages each month, per business phone number. On 1 October 2026 Meta resumed charging for service messages, which had been free since November 2024, and gave every business number a free tier of 1,000 service messages a month. Unused messages do not roll over, and the count resets at the start of each month. From the 1,001st service message, the service rate applies. One warning: if your messaging account has no payment method, Meta stops delivering your replies once the free 1,000 are used.

Second, the free entry point window. When a customer messages you from a Click to WhatsApp ad on their phone and you reply within the 24-hour customer service window, a free window opens that can stay open for up to 7 days. While it is open, marketing, utility, authentication and service messages are all free.

One recent change to note: utility templates sent inside the customer service window were free from July 2025, but since 1 October 2026 they are charged at the normal utility rate. If your budget was built on the older rules, review it.

Worked example: what you pay Meta in a month

An illustrative Saudi store on one official number, not a real customer. We used Meta’s Saudi list rates and converted to SAR at 3.75:

ItemCalculationUSDSAR
Service replies3,000 chats × 3 replies = 9,000 messages; first 1,000 free, leaving 8,000 × 0.010785.60321.00
Utility templates2,000 order and shipping updates × 0.010721.4080.25
Marketing templates5,000 offer messages × 0.0576288.001,080.00
TotalBefore volume discounts, provider fees and taxes395.001,481.25

Gental replies to your customers inside the customer service window and does not send templates or campaigns. The utility and marketing templates in this example would be sent from your provider’s own tools if you need them.

Volume tiers, international authentication and rate changes

Volume tiers apply to utility and authentication messages only. The more paid messages you send in one category to one market in a month, the lower the rate for messages above each threshold. Meta counts across your whole business portfolio and resets the count every month, and free messages do not count toward the tiers. The Saudi thresholds and tier rates are in the volume tiers file on Meta’s pricing page.

The authentication-international rate (USD 0.0598 for Saudi Arabia) does not apply to everyone. According to Meta’s page on authentication-international rates, it applies when your business has been deemed eligible (more than 750,000 messages sent outside customer service windows to users in these markets in a moving 30-day period) and your primary business location is in a different country from the customer. Saudi Arabia has been one of these markets since 1 February 2025. A Saudi business sending codes to Saudi customers pays the normal authentication rate.

Meta can only change prices on the first day of a quarter: 1 January, 1 April, 1 July or 1 October, with at least one month’s notice for a rate card update. The 1 October 2026 update, for example, raised the marketing rate for Saudi Arabia. That is why every figure here carries the date we checked it; look at Meta’s page again before any big decision.

Currency matters too. Since 1 April 2026 Meta has offered SAR billing. The currency is chosen when your messaging account is created and only changes through Meta’s currency migration tool, so ask your provider which currency your account uses.

Meta’s fifth category: Meta Business Agent

Since July 2026 Meta has a fifth category, Meta Business Agent, for replies from Meta’s own AI agent. It is billed by tokens (USD 2 per million tokens, which Meta puts at roughly 4 to 5 cents a message) and has no free messages. Replies from a Gental agent are not in this category: they are ordinary service messages, use the free 1,000 first, and then pay the service rate.

How to keep your WhatsApp API bill down

No tricks, just the things that make a real difference:

  • Answer customers quickly inside the 24-hour window. A normal reply costs far less than a marketing template, and the first 1,000 are free.
  • Do not use a marketing template for something that could be a reply. When a customer writes, answer inside the window instead of sending a template later.
  • Categorise templates honestly. Meta reviews categories, and a promotional template is charged as marketing even if you filed it as utility.
  • If you advertise, try Click to WhatsApp ads. Chats that start there open a free window of up to 7 days when you reply quickly.
  • Send one complete reply instead of three short ones. After the free 1,000, each message is charged separately.
  • Keep a payment method on your messaging account so replies never stop after the free tier runs out.
  • Estimate before you start. The chatbot cost calculator prices the agent against your team’s time; this guide gives you Meta’s side.

Where Gental fits in the bill

Gental is not a WhatsApp provider and does not collect Meta’s fees. Your official number stays with your provider (Twilio, Interakt or 360dialog), in your name. You pay Meta’s fees to your provider directly, and Gental adds no markup to them.

What you pay Gental is your plan, which counts answered replies only: greetings, handoffs to your team and “I don’t know” replies are not counted. WhatsApp is included from the Starter plan, and every plan and price is on the pricing page. To see what the agent does on WhatsApp in detail, read about the WhatsApp AI agent.

If you are still choosing between the free WhatsApp Business app, the official platform and a Linked Number, read WhatsApp Business app vs API vs Linked Number first. The app has no per-message fees at all.
